The Bruhat Bengaluru Mahanagara Palika Bill that was expected to be tabled during the new session starting from Monday has been delayed as discussions and deliberations about the Bill is yet to be over. This news was confirmed by PR Ramesh, MLC and member of the Select Committee constituted to finalise the Bill to the press.
Some of the provisions that the bill proposes goes against the ones listed under the 74th amendment of the Constitution of the country. Mr Ramesh added, “ We have pointed out some gross violations and mistakes in the Bill. These have to be examined legally to ensure there are no ramifications later.” The provision under the proposed Bill regarding the appointment of zonal committees, nominated councillors and social workers is being questioned under such violations. Ramesh also said that a bureaucrat cannot head a zonal committee and it should ideally be headed by a council member who is also a voter in the council.
The Speaker of the State Legislature had given an extension to the term of Select Committee who is investigating the validity of the BBMP bill. Problems might arise in postponing the presentation of the Bill in the legislature as the term of the BBMP Council is supposed to end on September 10.
The committee, meanwhile, has agreed to have a public consultation that would include retired bureaucrats, non-governmental agencies and resident’s welfare associations who would review the propositions of the Bill. The chairperson of the committee, S Raghu, was not available for comments.
